The <sctlnk> tag facilitates linkage to sections in local documents.
It requires a subtag, scttxt to be present, in accordance with the following example and syntax:
Note: A section with the same name as the section link refers to is required for proper sctlnk operation
EXAMPLE:

<sctlnk> Section name <scttxt> Link text </scttxt></sctlnk>
